Home Insulation Programmes for Low Income Families

 

Counties Manukau District Health Board (CMDHB) in partnerships with the Energy Efficiency Conservation Authority (EECA), local government and private insulation providers have introduced two free home insulation programmes.

 

Objectives of the free Home Insulation Programmes

 

·         To insulate the homes of low-income families creating 'healthier homes' which are energy efficient and ensure that the home contributes to the health of the family.
 

·         To undertake a comprehensive health and social assessment of participating families to ensure that they are accessing appropriate health and social services.

 

1.      Warm Up Counties Manukau

Counties Manukau District Health Board, in partnership with the Energy Efficiency Conservation Authority and Autex Industries Limited in conjunction with The Warehouse, the Insulation Company and other third party funding efforts introduced Warm Up Counties Manukau in December 2009. We aim to provide insulation to 1000 low income families in Counties Manukau by June 2012.

Please note:
You may only apply for one of these two programmes. Choose either Warm Up or Snug Homes Counties Manukau. Both programmes provide the same home insulation service, but are serviced by different insulation providers.

2.      Snug Homes - Counties Manukau

Counties Manukau District Health Board, Manukau City Council and Papakura District Council, in partnership with the Energy Efficiency Conservation Authority, and ECO Insulation launched SNUG HOMES – COUNTIES MANUKAU in November 2008 and thus far have helped insulate over 800 homes in Counties Manukau. Applications are still being accepted to this programme.

Please note:

Programme Components

  • The programme will, where possible, consist of a full insulation retrofit including ceiling and underfloor insulation, hot water cylinder wraps and draught proofing of doors.
     

  • Families who give consent will also be provided with a home based health and social assessment which will ensure that they are linked to health and social services they may require.

 

Eligibility Criteria

 

To be eligible for these programmes applicants must:

  • live in the Counties Manukau, Papakura, or Franklin area;

  • reside in a private home built prior to 1st January 2000 (i.e. NOT Housing New Zealand homes);

  • the homeowner or tenant MUST have a Community Services Card*;

* Income eligibility for Community Services Card

 

  • We are targeting households that have children (under 14 years of age) or seniors (aged over 65) with housing related health conditions such as respiratory disease (we recommend that a letter of support is obtained from a health professional to assist with the application).
